Kathleen E. Ely
Kathie Ely is a senior consulting actuary with the Hartford office of Milliman. She joined the firm in 1993.
Experience
Kathie provides consulting services to clients in the public and private sector, including health insurers, employers, captives, and government entities.
Kathie’s focus has been primarily on supporting clients in the commercial health market and advising them on the impacts of health care reform, including the ACA. Her responsibilities for these clients include plan design, pricing, liability estimation, experience analysis, and actuarial projections.
She has worked with state high-risk pools and small employer health reinsurance programs, developing pricing and reserve estimates and advising on plan design.
Kathie also provides consulting services for large employers and their captives. She has been involved with the use of captives for employee benefits since the Department of Labor granted the first Prohibited Transaction Exemptions allowing employers to do so. Kathie also has experience providing actuarial services, including feasibility studies and liability estimates, for employers reinsuring their employee benefits programs in captives.
