Kelly Backes is a principal and consulting actuary with the Milwaukee office of Milliman. She joined the firm in 2014.
Kelly has 13 years of actuarial experience, including seven years of consulting. She has experience with Medicare, Medicaid, and commercial populations.
In the Medicare market, Kelly has provided clients with bid pricing and preparation, strategic planning, desk review and audit services, claims processing analysis, risk sharing arrangements, experience analysis, organizational start-up assistance, forecasting, and reserving. Kelly also conducted bid desk reviews and audits on behalf of CMS for several years.
In the Medicaid market, Kelly has provided pricing for new and existing Medicaid programs.
In the commercial market, Kelly has provided a variety of services to clients of all sizes. Kelly began her actuarial career at Assurant Health, where she spent six years working extensively in their individual actuarial department leading pricing and filing, managing form discontinuance and roll over support, and providing statistical analysis related to corporate retention and application placement initiatives. She then moved to Oliver Wyman, where she provided pre- and post-ACA pricing support for individual and group products. Kelly also provided other services including reserving, forecasting, assisting federal and state governments with ACA compliance and initiatives, and state filing review.
