Doug Norris
Doug Norris is a principal and consulting actuary with Milliman's Denver, Houston, Phoenix, and Salt Lake City Health practices, based in Golden, Colorado. He joined the firm in 2004.
Experience
Doug specializes in strategy and tactics for commercial market and managed Medicaid health plans, including plan pricing, reserving, benchmarking, contract negotiations, reimbursement, and risk adjustment support. Doug also supports review care management efforts, Affordable Care Act strategy, network adequacy modeling, legislation impact analyses, predictive modeling and data science, efficacy of drug and therapy treatment courses, medical underwriting implementation, and TRICARE/VA/USFHP program strategy and mechanics. Doug has been coordinating Milliman’s COVID-19 health research since March 2020.
Doug is a frequent industry author and speaker, and recently served as the chair of the Society of Actuaries’ health section. He was previously chair of the SOA’s predictive analytics and futurism section, and loves bringing innovative approaches to new domains.
Prior to joining Milliman, Doug was an assistant professor of mathematics at Westminster College (Salt Lake City) and an instructor in the Department of Mathematics at the University of Colorado at Boulder. He also worked in the Research Applications Program division of the National Center for Atmospheric Research in Boulder.
